The Powers at Play

The organized forces — ideological, military, and philosophical — that shape the post-Breaking world.

Beyond Verve and Whorl, the world is full of factions with their own philosophies, territories, and relationships to power. Alliances shift. Loyalties are tested. Nothing is as simple as two sides.

Verve

Not an army or a government — a philosophy with champions. Verve holds that the Breaking must be endured, metabolized, and used as fuel for something that lasts. Its organizational structure is deliberately loose: it maintains no standing army, claims no territory, and makes no laws. What it has is champions who embody its values, and a network of communities that look to those champions as evidence that survival can mean something more than continuation.

Whorl

Not a movement of destruction — a movement of honesty pushed to its most corrosive conclusion. Whorl believes the old world deserved what it got, and that the new one is in the process of making the same mistakes. Its champions are not wrong about the failures of the current order. They are dangerous because they are not entirely wrong, and because what they are building toward is not a better world but an honest reckoning with why better worlds fail.

The Council of Tethers

A loose coalition of settlement leaders who have organized around the shared interest of maintaining independence from both Verve and Whorl. They have no champions, no shared ideology beyond pragmatic autonomy, and no enforcement mechanism. What they have is information-sharing, mutual aid agreements, and a collective bargaining position that neither faction has yet found it worth the cost to dismantle.

The Cartographers

A faction organized around a single goal: complete documentation of the post-Breaking world as it currently exists. They are politically neutral by institutional mandate and have maintained that neutrality with enough consistency that both Verve and Whorl grant them safe passage. Their maps are the most accurate in the known world. The complete versions have never been shared with any faction. The incomplete versions they trade freely.
